Eugene, Oregon used to be a great dumpster town. You could restrict yourself to only organic food and still eat mostly out of dumpsters there. Don’t know what it’s like now, that was in the late 70’s early 80’s.
I would guess (and, never having been to Eugene, it’s a wild guess) that it’s still one of the best dumpster towns in existence. I’ve interacted with a number of people who have lived in Eugene, and they say the city has been fortunate to experience little change over the years (relatively speaking).
